South African Police Service Dpci, The Directorate for Priority Crime Investigation has been established as an independent directorate within the South African Police Service in terms of Section 17C of the South African Police Service Act, 1995 as amended by the South African Police Service Amendment Act, 2008 (Act 57 of 2008).



The Directorate for Priority Crime Investigation is now responsible for the combating, investigation and prevention of national priority crimes such as serious organized crime, serious commercial crime and serious corruption in terms of Section 17B and 17D of the South African Police Service Act, 1995 as amended.

The South African Police Service Amendment Act,2012  (Act 10 of 2012) introduced the reporting procedures as provided in Section 34(1) of the Prevention and Combating of Corrupt Activities Act, 2004 which stipulates that reporting should be made to any police officer.  In terms of the latest amendment, all such offences must now be reported to a member of the Directorate of Priority Crime Investigation.   



Our Mandate

The mandate of the Office of the DPCI Judge 

The Office of the DPCI Judge is established in terms of Section 17L of SAPS Act,  as amended to investigate two categories of complaints:

Category 1

A complaint by any member of the public, in terms of section 17L(4)(a), who can provide evidence of a serious and unlawful infringement of his or her rights caused by an investigation by Directorate (HAWKS) .

Category 2

A complaint by a member of the Directorate (HAWKS), in terms of Section 17L(4)(b), who can provide evidence of any improper influence or interference whether of a political or any other nature, exerted upon him or her regarding the conducting of an investigation.

Vision

The Vision of the Office of the DPCI Judge is to:.

  • Achieve a society which is crime and corruption free through maximising the integrity of the investigations conducted by the HAWKS; and
  • Ensure that the integrity of the investigations conducted by the HAWKS reflect the values enshrined in our Constitution
Mission

The Mission of the Office of the DPCI Judge is to:

  • Execute an oversight role in respect of the investigations conducted by the HAWKS in an effective and efficient manner.
  • Promote and protect the basic human rights of the members of the public arising from the investigations conducted by the members of the HAWKS;
  • Safeguard and secure members of the HAWKS against improper influence or interference, whether political or otherwise, by any person or persons; and
  • Create an environment in which members of the HAWKS can conduct their investigations without fear, favour or prejudice.

The values to which the Office of the DPCI Judge subscribes are those values that are set out in the Constitution and more particularly the principles of freedom.equality,human dignity,accountability,transparency,impartiality,integrity,professionalism ,independence and corruption-free.

Strategic Objectives
  • To exercise oversight role over the investigations conducted by the HAWKS;
  • To report outcome of the investigations conducted by the Office of the DPCI Judge to the Minister of Police;
  • To report trends observed arising from the investigations to the Minister of Police,
  • To enhance accountability and transparency of the investigations conducted by the HAWKS.
