Department Of Culture And The Arts Human Resources, Human resources are the people who make up the workforce of an organization, business sector, or economy. “Human capital” is sometimes used synonymously with “human resources”, although human capital typically refers to a more narrow view (i.e., the knowledge the individuals embody and economic growth). Likewise, other terms sometimes used include “manpower”, “talent”, “labour”, “personnel”, or simply “people”.



Human Resources and Administration

The Department is responsible for management of human resources and provision of logistical support services. The Department comprises seven (07) sections namely, the Human Resources Management, Human Resource Development, Administration, Records Management, Accounts, Internal Audit and Procurement and Supplies Unit.
Human Resources Management Unit
The unit is responsible for:

  1. Recruitment and Placement of staff;
  2. Interpretation and dissemination of conditions of service, staff discipline and general staff welfare;
  3. The unit maintains the data base for the Ministry and the establishment stands at 196.

Human Resources Development Unit
The unit is responsible for:





  1. Co-ordinating development and training programmes of all staff in the Ministry;
  2. Identification of training needs, carrying out training needs assessments;


Administration Unit
The Unit is the nerve centre of the Ministry and is responsible for administrative and logistical support services to the Ministry which includes maintenance of the building and surroundings.
Records Management Unit
The Unit is responsible for storage and retrieval of all records. The unit is the custodian of all the staff and policy records in the Ministry.
Accounts Unit
The Unit is responsible for the management of all financial matters of the Ministry. It prepares accounting reports and liaises with the Ministry of Finance and National Planning on disbursement of funds.
Internal Audit Unit
The Unit is responsible for monitoring and inspecting all financial and stores transactions in the Ministry and ensuring that internal controls are adhered to.
Procurement and Supplies Unit
The Unit is responsible for procurement of goods, service and works for the Ministry. The unit is the Secretariat to the Ministry’s Tender Committee and provides advice to the Committee regarding all procurements of goods services and works, it also act as a link between the Ministry and Zambia Public Procurement Authority (ZPPA).
